Alon Shvut, the first and one of the
2 largest Gush Etzion communities, is located just 15
minutes south of Jerusalem. It is situated on land
originally purchased by the Jewish National Fund before
the declaration of the State of Israel. The land fell to
Jordan in one of the most heroic battles of the War of
Independence, in which the Jewish residents of Gush
Etzion managed to hold the Jordanians off from Jerusalem,
but, in doing so, lost their communities and their lives.
The land was reclaimed by Israel in 1967, and Jews,
including many children of the original Gush Etzion
residents, reestablished the fallen communities.
Today, Alon Shevut is home to over 3,000
residents, including many American and Russian immigrants.
Its Yeshivat Hesder Har Etzion, led by Rabbis Aharon
Lichtenstein and Yehuda Amital, is a world-renowned
institution of Jewish learning, which also allows
students to combine high-level scholarship with regular
army service. The community is also very involved in
supporting the IDF and reservists stationed in the region.
Like many yishuvim in Israel
today, Alon Shevut is alert to the need for maintaining
vigilance in order to strive for maximal security. While,
Baruch Hashem, the community and its immediate environs
have not been the site of any subversive incidents, the
community is anxious to enhance security further, so as
both to enrich the current quality of life and to avert
potential danger.
After consultations with security
experts in which various alternatives were reviewed, it
has been decided to install a video and sensor-based
surveillance security system, which could detect and
prevent infiltrations and save lives. The proposed system
is based on proven, state of the art technology and
security methodologies, using a combination of motion
detectors, video monitors and alert mechanisms that
trigger the attention of the guards on duty. An
established security company with a strong track record
is currently preparing detailed plans for its
implementation. A similar system has been
successfully developed in Beitar, a much larger nearby
community, which has far more Arab neighbors, as well as
in Kiryat Arba. In both cases, the surveillance system
has met security requirements with relatively minimal
manpower.
The expected cost of the system is
approximately $480,000, of which $380,000 has
already been pledged. Recognizing their personal
responsibility, the members of the community are
contributing toward the system to the best of their
ability as well as petitioning the defense ministry for a
contribution. Unfortunately, the increased cost of the
current operations against the terrorist infrastructure
is having an impact on the budgets available for projects
such as these. Nonetheless, the community anticipates
covering the bulk of the costs from sources in Israel,
but we must turn to our friends and supporters overseas
for the remainder.

Rabbi Daniel Wolf has been a
Senior Lecturer of Talmud at Yeshivat Har Etzion, Israel's
leading Hesder Yeshiva, for the past 19 years and also
taught Talmud at Matan an Advanced Torah Institute
for Women in Jerusalem for ten years. He frequently
lectures to the broader community, particularly on
economic issues with halachic implications for modern
society. He was the recipient of a grant from the Kedumim
Institute for Economic and Halachic Research, where he
analyzed topics related to business ethics. He is the
editor of several seforim by Rabbi Aharon Lichtenstein on
various topics in Talmud.
Rabbi Wolf studied at Yeshivat Har
Etzion from 1975-1977. He was ordained by Yeshiva
University in 1982 and studied with Rav Soloveitchik z'l
and Rav Lichtenstein. He received his BA with Honors in
Math from YU in 1980 and an MA in Operations Research in
1983 from Brooklyn Polytech.
In 1983, Rabbi Wolf moved with his
family to Israel, where he served in the Israel Defense
Forces in a combat unit. Currently ranked First Sergeant,
he continues to serve regularly as an IDF reservist, most
recently during the Passover holiday.
Rabbi Wolf resides in Alon Shvut
with his wife, Susan, and their six children. The Wolfs
are active in the community and operate and a bulletproof
vest Gemach for community members who cannot afford them.
They are now spearheading the Alon Shvut Video
Sureillance Security Project.
