The gemara discusses the need to do Haza'a on the Kohen Gadol during the period of seclusion. Then the gemara brings proof for the various sources for seclusion. As part of the second proof, the gemara elaborates on what happened at Har Sinai, and how G-d spoke to Moses. This leads to a discussion of G-d speaking to Moses in the Mishkan, and what we can learn from that.
